Strategic planning workshop puts zoning review, CIP and flood mitigation on the table

The City Council meets today in a special Strategic Planning Workshop — a session set aside for talking about where Larkspur is headed rather than voting on anything. Per the agenda, Council will discuss short- and long-term values and objectives for the City, touching on the Capital Improvement Plan, a review of the zoning ordinance and other planning regulations, anticipated development applications, building code items and policy, and flood prevention and mitigation.

Nothing gets decided. The agenda is explicit that no specific decisions or actions will be made, though Council can direct staff to bring particular topics back on a future agenda — which is the part worth watching, since that's where a workshop conversation turns into an actual item with a staff report attached.

Residents who want a word have the usual opening: a public comment period for matters not on the agenda, where Council can't act but can refer a matter to staff. The workshop adjourns to the Regular Meeting of February 18, 2026.
