The fence is the plainest ask: an 8-foot chain link fence where Larkspur's limit is 6 feet. Each of the three pieces is its own discretionary approval, which means the commission could grant some and not others. The posted agenda listed no staff recommendation on any of them.

Two doors down the same hillside street, the commission's second hearing concerned a Heritage Tree Removal Permit at 220 Lower Via Casitas (APN 022-153-19). Bartlett Tree Service, applying for owner Casitas of Larkspur, wants to remove a Coast Live Oak with a 141-inch circumference — a trunk roughly 45 inches across.

Larkspur treats heritage trees of that size as a public matter rather than a counter permit, which is why a tree gets its own noticed hearing. The agenda stated no reason for the removal and carried no staff recommendation.
