Larkspur Set to Respond to Grand Jury Report on Marin Clean Energy's 'Series of Missteps'

The City Council will take up a response to a 2026 Marin County Civil Grand Jury report titled "MCE, Marin Clean Energy: A Series of Missteps Highlight Need for Governance Changes," according to the agenda for the September 2 meeting.

Council members are being asked to authorize Mayor Andre to sign the city's official response to the report, which examined governance issues at Marin Clean Energy, the joint-powers energy agency Larkspur belongs to alongside other Marin cities and towns.

The agenda does not spell out what the city's response will say or whether it will contest or endorse the Grand Jury's findings — that will presumably surface in the response document itself, which has not yet been made public. It's the marquee business item on an otherwise routine consent-heavy agenda.
