Council Set to Sign Off on City's Response to Scathing MCE Grand Jury Report

It was a quiet week at City Hall, with the only substantive item to surface being a looming decision on the city's response to a 2026 Marin County Civil Grand Jury report titled "MCE, Marin Clean Energy: A Series of Missteps Highlight Need for Governance Changes." The report examined governance problems at Marin Clean Energy, the joint-powers energy agency Larkspur belongs to alongside other Marin municipalities.

At Tuesday's meeting, the council will be asked to authorize Mayor Andre to sign the city's official response to the findings. The agenda itself is silent on what that response will actually say \u2014 whether Larkspur will push back on the Grand Jury's criticisms or agree with its call for governance reform \u2014 leaving that reveal for the response document itself, not yet public.

It's a modest-sounding line item, but it puts Larkspur on record about the health of a regional agency it doesn't fully control, at a moment when the Grand Jury has flagged real dysfunction. Expect the actual substance to come out at or just before Tuesday's meeting.
