Commission continues debate over Larkspur Landing Circle use change
The Planning Commission returns to 100 Larkspur Landing Circle on Oct. 27 for a continued hearing on a proposal to modify Ordinance 695, the property's Planned Development ordinance, so that land uses already allowed under the site's General Plan designation become permitted outright.
Paired with the ordinance change is a Circulation Assessment Permit request, needed because the proposed change of use would generate more than 110 additional daily vehicle trips at the site — a threshold that triggers extra traffic review under the city's rules.
Applicant Rebecca Plunk first brought the item to the commission on Oct. 13; it was continued rather than decided, and no staff recommendation or outcome has been released ahead of Tuesday's session. The commission is expected to vote on a recommendation to send to the City Council.
