Commission to resume contested fight over Larkspur Landing Circle

The week's one substantive planning matter carries over into the week ahead: a proposal to modify Ordinance 695, the Planned Development ordinance governing 100 Larkspur Landing Circle, so that uses already allowed under the property's General Plan designation become permitted outright rather than requiring case-by-case approval.

Applicant Rebecca Plunk first brought the item to the Planning Commission on Oct. 13, but commissioners continued it without a decision. It returns Oct. 27 paired with a Circulation Assessment Permit request, triggered because the proposed change of use would add more than 110 additional daily vehicle trips at the site — enough to require extra traffic review under city rules.

No staff recommendation or outcome has been released ahead of Tuesday's special session, where the commission is expected to vote on a recommendation to forward to the City Council. It's the second hearing in what looks likely to be a multi-round review.
