A hillside lift at Summit Avenue returns for a second look — with a zero-foot setback

At 236 Summit Avenue, the owners want to build a hillside lift and pedestrian access deck to reach a 36,319-square-foot RS-10 parcel. The catch is where it lands: the structure would encroach the full 15 feet into the required 15-foot exterior (front) yard setback, leaving a 0-foot setback, and would also encroach into the public right-of-way.

That combination requires a variance, and the Planning Commission is not deciding it tonight. The item is agendized as a study session (PL25-0090) for commissioners to review the design and give direction — a second pass at a project the commission already saw at its April 28 meeting. No tree removal is proposed.

Study sessions produce comments, not approvals, so the practical question is what changes the applicant is asked to make before a formal variance application comes back for a vote.

Fairway Drive rebuild would trade a 2,247-square-foot house for a one-story 2,934-square-foot one

At 69 Fairway Drive, the applicant is seeking Design Review (PL25-0070) to demolish the existing 2,247-square-foot single-family home and build a new 2,934-square-foot, one-story residence with an attached two-car garage on a 10,350-square-foot lot in the RS-10 district.

Three non-heritage trees would be removed. Staff has determined the project exempt from further environmental review under CEQA Guidelines Section 15303 (Class 3, new construction of small structures).

The item is set for public hearing before the Planning Commission tonight.
