Creek Park Plaza design options go before Council, alongside a donor offer to fund construction drawings

The long-running Reimagine Creek Park effort reaches a pivot point next week: the Town Council's Aug. 11 special meeting will take up design alternatives for Creek Park Plaza, the same options a citizen advisory committee reviewed just days earlier at its Aug. 4 meeting.

Staff have been careful to frame the vote narrowly — the agenda notes that Council's discussion and approval of design alternatives "is not a 'project' under CEQA" because it involves no activity with the potential to cause physical change to the environment. In plain terms: picking a look isn't the same as breaking ground, and the environmental review clock hasn't started yet.

The same meeting carries a second, arguably higher-stakes item: authorization for the Town Manager to negotiate and execute a donation agreement with an unnamed potential donor to pay for finishing construction drawings for the Creek Park project. That's the step that turns a concept into buildable plans, and depending on the size and terms of the gift, it could determine how fast — and in what form — the plaza actually gets built.
