Housing Element progress report heads to Sacramento; EV charging gets a price list

Two business items anchor tonight's regular City Council meeting. First, the Council is asked to review and accept Larkspur's Housing Element Annual Progress Report for calendar year 2025 and authorize staff to transmit it to the California Department of Housing and Community Development. The APR is the state's annual scorecard on how a city is doing against its housing commitments, and staff recommends acceptance and transmittal. The advocacy group Call Marin Home is listed as submitting public comment on the item.

Second, the Council will consider Resolution 17/26, which would set the ground rules for charging at EV stations on City-owned property: a fee structure, time limits, overstay enforcement provisions, a separate employee rate, and authority to adjust rates going forward. Staff recommends adoption as proposed. One commenter, listed as Howard, weighed in on the fee structure.

The agenda also shows an unusually long queue for items not on the agenda — 15 speakers, including Peterson, Thalheimer, Sampath, Gann, Allecta, Rocha, Shurstad, Van Hoesen, Anthony, Heaven-Nacamuli, Fago, Obrien, dalBello, Zaglin and one anonymous commenter.
