City eyes a new financing tool to fund Marinship infrastructure
It was a thin week for actual decisions — the only City Hall document to surface was next Tuesday's council agenda — but it previews one of the more consequential ideas the city has floated in a while: studying whether to form an Enhanced Infrastructure Financing District (EIFD) covering the Marinship area.
An EIFD is a tax-increment tool cities use to pay for infrastructure upgrades without a public bond vote, and staff frames this one as a way to support "sustainable development" in the industrial waterfront district. There's no funding figure or staff recommendation attached yet — this is a feasibility discussion, not a formation vote.
If the council tells staff to proceed, expect a much longer process to follow: drawing district boundaries, projecting tax-increment revenue, and eventually a public hearing before any district is actually created.
