City to study new financing district for Marinship infrastructure
The council will take up whether to evaluate forming an Enhanced Infrastructure Financing District (EIFD) covering the Marinship area, a financing tool that could pay for infrastructure upgrades and support what staff calls "sustainable development" in the industrial waterfront district.
No staff recommendation or funding figures are attached to the item yet — this is a feasibility evaluation, not a formation vote. If the council directs staff to proceed, expect a longer process ahead involving district boundaries, projected tax-increment revenue, and eventually a public hearing before any EIFD is formally created.
