City to study new financing district for Marinship infrastructure

The council will take up whether to evaluate forming an Enhanced Infrastructure Financing District (EIFD) covering the Marinship area, a financing tool that could pay for infrastructure upgrades and support what staff calls "sustainable development" in the industrial waterfront district.

No staff recommendation or funding figures are attached to the item yet — this is a feasibility evaluation, not a formation vote. If the council directs staff to proceed, expect a longer process ahead involving district boundaries, projected tax-increment revenue, and eventually a public hearing before any EIFD is formally created.

Drainage study for Gate 5 area comes back to council for direction

Staff will present the completed Gate 5 Area Drainage Management Study and ask the council to decide whether to move forward with design documentation for a recommended fix.

The agenda doesn't specify which alternative staff favors or what it would cost — that detail should surface in the staff report attached to the item. The council's direction here determines whether the drainage project moves into actual design work or stalls for further study.
