Developer's appeal of its own housing win rolls on

The week's biggest fight at City Hall is an odd one: the applicant behind a proposed housing project at 605-613 Bridgeway Boulevard is appealing its own win. Willy's LLC is challenging Planning Commission Resolution 2025-07, which upheld administrative determinations on the company's SB 330 and State Density Bonus Law housing application (Project ID 2024-00014) — specifically the Design Review Permit, Tentative Map, and Certificate of Appropriateness that came with it.

Council opened a public hearing on the appeal Tuesday, Oct. 6, drawing a stack of public comment letters that signaled how closely neighbors are tracking the density-bonus project. No decision was recorded that night, and alongside the appeal, council was also weighing how to respond to a Challenged Conduct Notice Willy's LLC filed against the city — a legal maneuver that often precedes litigation under state housing law.

By week's end, the same appeal resurfaced on the agenda for council's October 20 meeting, with an identical description and no staff recommendation yet attached — meaning the Oct. 6 hearing was effectively a first round, not a resolution. Both the Oct. 6 and Oct. 20 agendas also included closed sessions on anticipated litigation, underscoring the legal stakes tangled up in this one.

Watch for whether council sides with the applicant's reading of its own project, upholds the commission, or finds some middle path when the hearing reconvenes.

CEQA scrutiny deepens on long-running Harbor Drive project

Council received and filed a status update on environmental review at 1 and 3 Harbor Drive, a project that's been a fixture of the city's agenda for months. This time the packet included a letter from the applicant and a comment letter from Lozeau Drury, a law firm with a track record of CEQA challenges, raising questions about how environmental review is being applied to the site.

The advocacy group Save Our Sausalito also weighed in with its own comment on the project's status, adding another voice to a growing paper trail even though the council took no vote — the item was informational only.

Nothing changed hands this week, but the accumulating legal and community attention suggests the Harbor Drive project's CEQA questions are far from settled.

City Council · discussed Oct. 6; ratification set for Oct. 20

Two state emergencies now shape Gate 5 flood work

Flood mitigation around Gate 5 Road, a perennial low-lying trouble spot, got caught up this week in not one but two emergency declarations. On Oct. 6, council discussed how the Governor's declared state of emergency is affecting the ongoing mitigation work there — a discussion-only item with no recommendation or vote, suggesting staff is still sorting out what the declaration means for funding, permits, and timelines.

By Oct. 20, a second emergency enters the picture: council is set to ratify the Director of Emergency Services' proclamation of a local emergency tied to the developing 2026-2027 El Niño event. The same Oct. 20 agenda also brings a staff progress report on Gate 5 Road itself, a receive-and-file item.

Together the items point to a city bracing for a wet winter while trying to figure out how overlapping state and local emergency powers affect one of its most persistent flooding fronts.
