Bridgeway housing appeal draws a flood of public comment

The week's defining fight was over 605-613 Bridgeway Boulevard, where developer Willy's LLC appealed Planning Commission Resolution 2025-07, which had upheld staff's administrative determinations on a housing project proposed under the state's SB330 and Density Bonus Law. The appeal reaches into a Design Review Permit, Tentative Map, and Certificate of Appropriateness, and the applicant separately filed a Challenged Conduct Notice the Council had to respond to.

Staff gave the Council two ways to go: adopt a resolution upholding the Planning Commission's original action, or adopt an alternative that instead lets the project's proposed density move forward. The agenda packet did not tip staff's hand on which path it preferred, leaving the decision entirely in the Council's lap.

What made this one stand out was the sheer volume of response: more than 200 written public comments poured in, including a submission from the group Save Our Sausalito and dozens of named residents such as Claudia Horty, Barbara Nelson, Courtney Goff, Craig Robbins, Linda Fotsch, and Susan Kirsch. That's an extraordinary turnout for a single land-use item and marks this as one of the most contested development disputes Sausalito has faced in recent memory.

The meeting materials reviewed here don't record which resolution the Council ultimately adopted or how the vote broke down, so the outcome of this appeal is still the open question heading into next week.

Council declares emergency, weighs flood defenses for winter

With an El Nino winter bearing down, the Council formally ratified a Proclamation of Local Emergency tied to the developing 2026-2027 El Nino weather event, a step that can unlock state and federal resources if storms hit hard.

Alongside that, the Council received a staff report — backed by an engineering analysis from WSP — on the city's efforts to prepare for flooding from severe high tide and El Nino events this winter, including a presentation and planset. No specific capital commitments or vote outcomes were detailed in the materials, but the pairing of a formal emergency declaration with an engineering review signals the city is treating this storm season as more than routine.
